Web Search Alerts searchable delegation - 2026-08-26

• Searchable delegated recipient (#1065): The Web Search Alerts delegation field now searches existing active Tools users by name or email over AJAX instead of requiring the owner to know an exact account email in advance. Results stay bounded, the owner and disabled accounts are excluded, existing delegated recipients remain visible while editing, and ownership/read-only access plus normal email/SMS routing are unchanged.
